Bob Keebler opened with key insights into the ongoing federal tax legislation being shaped by the House and Senate, focusing on provisions likely to affect high-net-worth individuals and business owners. He discussed six major tax-related areas:

  1. Estate and Gift Tax Exemption

    • Proposed exemption of $15M per individual ($30M with portability for couples).

    • Emphasis on filing timely estate tax returns to preserve portability rights.

  2. Section 199A (QBI Deduction)

    • House proposes 23% deduction; Senate offers 20%.

    • Final resolution pending; phase-out ranges remain uncertain.

    • Important implications for Roth conversions and bracket management.

  3. Qualified Property & Bonus Depreciation

    • Introduction of 100% write-off for new manufacturing-related property.

    • Aimed at incentivizing domestic investment and reshoring.

  4. SALT Deduction Cap

    • House: $40K cap phased out between $500K and $600K income.

    • Senate: Maintains $10K cap.

    • Potential for extremely high effective marginal tax rates due to deduction loss.

  5. Opportunity Zones

    • Currently unattractive due to the looming 2026 realization date.

    • Potential for renewed interest post-2027 for capital gains rollovers.

  6. Overall Outlook

    • Republicans may pass the bill using reconciliation before July 4.

    • Financial advisors should monitor, but not fixate on updates until early July.
